Youth Care Project

Supported by China Minsheng Bank's ME Program with RMB 500,000 in dedicated funding and guided by the Changhai County government, this project has established a standardized 7-in-1 youth care service system, comprehensively safeguarding the healthy development of border island youth. A total of 11 standardized children's warehouse sites have been built across Dalian, Xinjiang, and Changhai County.

Project Background

Bringing financial philanthropy to island communities, addressing critical local needs

The ME Program is a nationwide philanthropic empowerment initiative jointly launched by China Minsheng Bank and the China Foundation for Rural Development. It focuses on rural revitalization, grassroots livelihood improvement, and youth development, leveraging dedicated philanthropic funds and collaborating with local governments, organizations, and social groups to deliver sustainable community services.

DLYCA, supported by ME Program RMB 500,000 in dedicated funding and guided by the Municipal Communist Youth League, Social Work Department, and Changhai County authorities, has launched the ME Program · Island Children's Warehouse Youth Care Project.

Changhai County, as Liaoning Province's only border island county, features vast maritime areas and dispersed islands. Local youth face chronic challenges including limited after-school educational resources, lack of summer care, insufficient parent-child engagement, and elevated maritime safety risks. The project addresses these pain points through standardized facility construction, professional youth changemaker services, and systematic care programs — creating a model for financial philanthropy empowering grassroots youth services.
